New affordable homes

Our commitment to providing affordable housing for local people

We provide affordable housing for local people. We do this by working with private developers and housing associations.

We make developers build 30% of housing on new developments as affordable through "section 106 agreements".  For smaller sites in villages (six to ten homes), this may sometimes be a payment from the developer instead. This is then used to provide affordable housing at another local location.

Other schemes sometimes receive funding from government's Homes England. This can lead to sites with 100% affordable housing.

Our target for affordable homes is 40 homes per year.

Section 106 agreements set out how the properties are affordable and who can live in them.

Types of affordable housing

There are a range of affordable housing products aimed at different sectors in the market.  These come in two main groups – affordable housing for rent and affordable home ownership.  

Affordable housing for rent

Around two-thirds of affordable homes built by developers as part of their on-site affordable housing contribution are affordable housing for rent.  The properties are owned and managed by registered providers (usually, housing associations).  The Council selects all initial tenants and the vast majority of future tenants. 

This includes affordable rented housing at not more than 80% of market rents (including service charges).  This is the main form of rented housing built by private developers as part of their affordable housing contribution.  Some other existing homes are also let in this way.

Social rented housing has rents set according to national policy.  In Rutland this is generally a bit less than with affordable rented housing, plus any service charges.  It is used for the majority of the housing stock which the Council transferred to the Longhurst Group in 2009.  It is also used for some other housing association properties.
