The neighbourhood planning process and plans that are in development or have been made

Neighbourhood planning is a tool that gives communities statutory powers to shape development and growth in their area, through the Localism Act 2011.

If you're thinking about developing a neighbourhood plan, a good place to start is to read the government’s advice on neighbourhood plans. You can also get advice, guidance and support on the neighbourhood planning process from:

If you'd like to start a neighbourhood plan, complete the Area Designation Request Form or email localplan@rutland.gov.uk to talk to us about your proposal.

How we can help

If you're interested in developing a neighbourhood plan, we can give you advice and information, including:

  • advice on the process and legislative requirements
  • advice on evidence, assessments and appraisals and how to conform to the national and local policy frameworks
  • how to share information and evidence

We've developed a Service Level Agreement that sets out the technical advice we can provide and everyone's role in preparing a neighbourhood plan. We'll ask town and parish councils to sign this agreement at the beginning of the planning process.

Barrowden and Wakerley Neighbourhood Plan

The Barrowden and Wakerley Neighbourhood Development Plan was 'made' after Cabinet's resolution on 20 August 2019.

Ketton and Tinwell Neighbourhood Plan

Independent Examination of the Neighbourhood Plan

Rutland County Council, Ketton Parish Council and Tinwell Parish Meeting appointed Andrew Ashcroft as the independent examiner to examine the Ketton and Tinwell Neighbourhood Plan.

The examiner concluded that subject to a series of recommended modifications set out in the examiners report, the Ketton and Tinwell Neighbourhood Plan meets all the necessary legal requirements and should proceed to referendum. The examiners report can be viewed via the link below.

Rutland County Council in consultation with Ketton Parish Council having considered each of the recommendations made by the examiner's report, and the reasons for them have accepted the modifications to the draft plan which are set out in the decision statement and can be viewed below.

Reg 16 Submission Public Consultation

A six week public consultation on the draft submission plan and associated documents ran from 11 November until 5pm on 23 December 2022.

Langham Neighbourhood Plan

Neighbourhood Plan review

Langham Neighbourhood Plan 2022-2041 is made (adopted) and is part of our Development Plan, as defined by the Neighbourhood Plan Area Designation in April 2016.

Referendum

On Thursday 15 December 2022, Langham voters voted 'Yes' to the question:

'Do you want Rutland County Council to use the neighbourhood plan for the parish of Langham to help it decide planning applications in the neighbourhood area'.

  • total 'Yes' votes:193
  • total 'No' votes:14

The total number of votes represented 18% of registered electors, with more than half of those voting in favour of the Langham Neighbourhood Plan.

Market Overton Neighbourhood Plan

Market Overton Neighbourhood Plan 2018-2036

The Markert Overton Neighbourhood Development Plan (NDP) 2028-2036 has been 'made' (adopted) by us - this means it has become part of the area's development plan that all planning applications will be assessed against.

Referendum

A referendum was held in the Parish of Market Overton on Thursday 23 February 2023 to decide on the following question:

'Do you want Rutland County Council to use the Neighbourhood Plan for the Parish of Market Overton to help it decide planning applications in the neighbourhood area?'

Result:

  • Number cast in favour of a 'YES' - 101 votes
  • Number cast in favour of a 'NO' - 6 votes

The total number of votes represented 27% of the registered electors, with more than half of those voting in favour of the Market Overton Neighbourhood Plan.

We designated the whole of North Luffenham Parish as the designated Neighbourhood Plan area on 12 February 2020. The North Luffenham Neighbourhood Plan is being prepared by the Neighbourhood Plan Group. Independent Examination

Rutland County Council and North Luffenham Parish Council have agreed and appointed Andrew Ashcroft as the independent examiner to conduct the examination of the North Luffenham Neighbourhood Plan. Please see the note from the examiner which explains the examination process.

Public consultation

All representations and comments received have been passed on to the independent examiner who will consider the representations and recommend whether the Neighbourhood Plan should be put to a community referendum.

The Oakham and Barleythorpe Neighbourhood Development Plan was 'made' on 24 June 2022.

    Independent Examiners Report

    The Independent Examiners Report on the Oakham and Barleythorpe Plan was received, and recommended that the plan (subject to the recommended modifications) should proceed to referendum. The report also recommended the plan should proceed to a referendum based on the Neighbourhood Area as approved by the Council.
