Neighbourhood planning is a tool that gives communities statutory powers to shape development and growth in their area, through the Localism Act 2011.

How we can help
If you're interested in developing a neighbourhood plan, we can give you advice and information, including:
- advice on the process and legislative requirements
- advice on evidence, assessments and appraisals and how to conform to the national and local policy frameworks
- how to share information and evidence
We've developed a Service Level Agreement that sets out the technical advice we can provide and everyone's role in preparing a neighbourhood plan. We'll ask town and parish councils to sign this agreement at the beginning of the planning process.

Ketton and Tinwell Neighbourhood Plan
Independent Examination of the Neighbourhood Plan
Rutland County Council, Ketton Parish Council and Tinwell Parish Meeting appointed Andrew Ashcroft as the independent examiner to examine the Ketton and Tinwell Neighbourhood Plan.
The examiner concluded that subject to a series of recommended modifications set out in the examiners report, the Ketton and Tinwell Neighbourhood Plan meets all the necessary legal requirements and should proceed to referendum. The examiners report can be viewed via the link below.
Rutland County Council in consultation with Ketton Parish Council having considered each of the recommendations made by the examiner's report, and the reasons for them have accepted the modifications to the draft plan which are set out in the decision statement and can be viewed below.

Referendum
On Thursday 15 December 2022, Langham voters voted 'Yes' to the question:
'Do you want Rutland County Council to use the neighbourhood plan for the parish of Langham to help it decide planning applications in the neighbourhood area'.
- total 'Yes' votes:193
- total 'No' votes:14
The total number of votes represented 18% of registered electors, with more than half of those voting in favour of the Langham Neighbourhood Plan.

Market Overton Neighbourhood Plan 2018-2036
The Markert Overton Neighbourhood Development Plan (NDP) 2028-2036 has been 'made' (adopted) by us - this means it has become part of the area's development plan that all planning applications will be assessed against.

Referendum
A referendum was held in the Parish of Market Overton on Thursday 23 February 2023 to decide on the following question:
'Do you want Rutland County Council to use the Neighbourhood Plan for the Parish of Market Overton to help it decide planning applications in the neighbourhood area?'
Result:
- Number cast in favour of a 'YES' - 101 votes
- Number cast in favour of a 'NO' - 6 votes
The total number of votes represented 27% of the registered electors, with more than half of those voting in favour of the Market Overton Neighbourhood Plan.
