Neighbourhood plans

The neighbourhood planning process and plans that are in development or have been made

Neighbourhood planning is a tool that gives communities statutory powers to shape development and growth in their area, through the Localism Act 2011.

If you're thinking about developing a neighbourhood plan, a good place to start is to read the government’s advice on neighbourhood plans. You can also get advice, guidance and support on the neighbourhood planning process from:

If you'd like to start a neighbourhood plan, complete the Area Designation Request Form or email localplan@rutland.gov.uk to talk to us about your proposal.

How we can help

If you're interested in developing a neighbourhood plan, we can give you advice and information, including:

  • advice on the process and legislative requirements
  • advice on evidence, assessments and appraisals and how to conform to the national and local policy frameworks
  • how to share information and evidence

We've developed a Service Level Agreement that sets out the technical advice we can provide and everyone's role in preparing a neighbourhood plan. We'll ask town and parish councils to sign this agreement at the beginning of the planning process.

Barrowden and Wakerley Neighbourhood Plan

The Barrowden and Wakerley Neighbourhood Development Plan was 'made' after Cabinet's resolution on 20 August 2019.

Referendum

Ketton and Tinwell residents voted in favour of a neighbourhood plan for their area on Thursday 20 July 2023.

Residents were asked:

"Do you want Rutland County Council to use the Neighbourhood Plan for the Parish of Ketton and Tinwell to help it decide planning applications in the neighbourhood area?"

Results:

  • Yes - 520 votes (93.69%)
  • No - 35 votes (6.31%)

Langham Neighbourhood Plan

Neighbourhood Plan review

Langham Neighbourhood Plan 2022-2041 is made (adopted) and is part of our Development Plan, as defined by the Neighbourhood Plan Area Designation in April 2016.

On Thursday 15 December 2022, Langham voters voted 'Yes' to the question:

'Do you want Rutland County Council to use the neighbourhood plan for the parish of Langham to help it decide planning applications in the neighbourhood area'.

  • total 'Yes' votes:193
  • total 'No' votes:14

The total number of votes represented 18% of registered electors, with more than half of those voting in favour of the Langham Neighbourhood Plan.

  • Number cast in favour of a 'YES' - 101 votes
  • Number cast in favour of a 'NO' - 6 votes

The total number of votes represented 27% of the registered electors, with more than half of those voting in favour of the Market Overton Neighbourhood Plan.

Result:

  • Number cast in favour of a 'YES' - 144 Votes
  • Number cast in favour of a 'NO' - 20 Votes

The total number of votes represented 26.03% of the registered electors, with more than half of those voting in favour of the North Luffenham Neighbourhood Plan.

Independent examiners report

The Independent Examiners Report on the Oakham and Barleythorpe Plan was received, and recommended that the plan (subject to the recommended modifications) should proceed to referendum. The report also recommended the plan should proceed to a referendum based on the Neighbourhood Area as approved by the Council.

After an examination, we must publish a decision statement that sets out the nature of changes made to the plan - download the Decision Statement.

Uppingham Neighbourhood Plan

Hearing

The independent examiner has concluded that a hearing is necessary to consider the way in which the Neighbourhood Plan has proposed the allocation of housing sites. The hearing has now been arranged for Friday 12 April 2024 and will be held in Uppingham Town Hall.

Independent examination

Rutland County Council and Uppingham Town Council have agreed and appointed Andrew Ashcroft as the independent examiner to conduct the examination of the Uppingham Neighbourhood Plan.

Public consultation

We undertook a six week public consultation on the draft submission plan and associated documents between Friday 22 September until 5pm on Friday 3 November 2023.

All representations and comments received have been passed on to the independent examiner who will consider the representations and recommend whether the Neighbourhood plan should be put to a community referendum.

All comments will be publicly available and identifiable by name and organisation (where applicable). Your personal information will be processed in line with our GDPR (Data Protection) requirements.

A referendum was held in the Parish of Whissendine on Thursday 29th February 2024 to decide on the following question:

'Do you want Rutland County Council to use the Neighbourhood Plan for the Parish of Whissendine to help it decide planning applications in the neighbourhood area?'

Result:

  • Number cast in favour of a 'YES' - 350 votes
  • Number cast in favour of a 'NO' - 4 votes

The total number of votes represented 35% of the registered electors, with more than half of those voting in favour of the Whissendine Neighbourhood Plan.

'Do you want Rutland County Council to use the Neighbourhood Plan for the Parish of Wing to help it decide planning applications in the neighbourhood area?'

Result:

  • Number cast in favour of a 'YES' - 98 votes
  • Number cast in favour of a 'NO' - 22 votes

The total number of votes represented 46% of the registered electors, with more than half of those voting in favour of the Wing Neighbourhood Plan.
