There's a 50% Family Annexe Discount for annexes that are being lived in by a family member and are not exempt.
This is based on the annexe being used by a resident of the main building or occupation by a family member. If a non-family member occupies an annexe the Family Annexe Discount won't apply.
If the relative is aged 65 or over, is severally mentally impaired or substantially and permanently disabled the property may qualify as exempt and no council tax will be due.
