St George's Evolving Masterplan to be Discussed by Cabinet

Date Published: 10 December 2018
Evolving Masterplan - December 2018

Rutland County Council’s Cabinet is to review the latest version of the Evolving Masterplan for the St George’s site and the business case, based on that Masterplan, for a bid to the Housing Infrastructure Funding (HIF). This will allow Cabinet to assess whether it should be recommended to Rutland County Council’s Full Council meeting in January for approval

The Evolving Masterplan has been produced based on feedback from consultation with Rutland’s Residents and ongoing work commissioned by the MOD to assess the feasibility of the project and the impact of redeveloping the site.

The document charts the journey so far by setting the policy context, a vision for the site and outlining the consultation process. It provides a potential future framework for redeveloping the site to create around 2,215 new homes for Rutland and more than 2,000 new jobs.

The HIF monies, for £30million, will enable essential infrastructure works to be brought about in advance of the redevelopment of the St George’s site. This will underpin the viability of the project to ensure appropriate and timely investment in infrastructure is put in place. The investment would not only benefit the St George’s site, but benefits will be seen across the County as for roads and junctions are upgraded along with health facilities and public transport supporting the local community at and around St George’s.

Rutland County Council’s Cabinet is being asked to support the current version of the Evolving Masterplan to inform its decision as to whether this and a business case for HIF can be put to Rutland County Council’s Full Council on 21st January 2019.

“This is a key milestone for the St George’s project. Rutland County Council’s Cabinet is being presented with the latest iteration of the plan, which balances resident’s feedback with the viability and sustainability of the site to create a new community that is right for Rutland. St George’s is one of number of surplus defence sites that will be vacated in the coming years. Having support from the Council’s Cabinet for the Evolving Plan and approval to present this and the business case for HIF Funding to Rutland County Council’s Full Council would enable us to meet the stated aims of our Defence Estate Optimisation Programme.”
Robert Stone, Head of Estates at the Defence Infrastructure Organisation

Rutland County Council’s Cabinet will meet on Tuesday 18th December at 10.00am in the Council Chamber.

Papers for the Cabinet meeting can be viewed on our Meetings page. The Evolving Masterplan can be downloaded from the St George's website
