Homelessness and the duty to refer

You have a legal duty to notify us if you're working with someone who is homeless or is at risk of losing their home within 56 days, if you work in a:

  • prison

  • youth offender institution

  • secure training centre

  • secure college

  • youth offending team

  • probation service, including community rehabilitation companies

  • Jobcentre Plus

  • social service authority

  • emergency department

  • urgent treatment centre

  • hospital - in their function of providing inpatient care

How to make a referral

Before you make a referral, make sure:

  • the person you are working with gives their consent for you make a referral and share their details with us - we can only accept the referral if consent has been given
  • the person states which English local housing authority they'd like the referral made to

You can then submit the referral online.

After you've made the referral, you'll receive an email with a reference number.

If you've made a referral from a prison, it's important for you provide a way for us to contact the person you've referred.

An application will be triggered when:

  1. we've contacted the applicant and we're satisfied that they're homeless or threatened with homelessness
  2. they confirm they'd like us to help them
