Final consultation launched on new Rutland Local Plan
Take part in the final public consultation around Rutland’s new Local Plan, known as the Regulation 19 stage.


Rutland County Council has launched a final public consultation around the County’s new Local Plan.
The Local Plan sets out important planning policies for the Rutland area, as well as listing sites for additional housing, employment and other development, up to the year 2041.
This latest consultation, known as Regulation 19, gives people the opportunity to comment specifically on whether the Local Plan meets all necessary legal and procedural requirements.
Regulation 19 consultation is now live and runs until 4.00pm on Monday 2 December 2024, with people able to read the final Pre-Submission Local Plan and submit comments through the Regulation 19 page of our website.

The Regulation 19 stage of plan-making is not a repeat of earlier consultations that have helped to shape the Local Plan. This has included a Call for Sites in February 2022, which invited developers and landowners to suggest areas of the County that could be used for housing and other purposes. This was followed by an Issues and Options consultation in June 2022, asking residents how they would tackle a range of key issues, to create a starting point for a new Local Plan. A draft of the Plan was then shared for public consultation as part of the Regulation 18 stage in November 2023. This drew more than 3,000 responses from residents, all of which have been reviewed and considered.
As the Plan has already been through multiple stages of development, the Regulation 19 consultation does not ask for views on alternative options. Instead, it offers a final chance to comment on whether the Plan is legally compliant and 'sound'. To be sound, the Local Plan must be:
- positively prepared
- justified
- effective
- consistent with national planning policy
“We’re almost ready to submit Rutland’s new Local Plan for independent examination. Before we do, we’re seeking final comments on whether it meets a number of technical requirements. This differs from previous consultations, which were much broader and have helped to shape the Pre-Submission Plan in front of us now.
“Regulation 19 is an important stage for checking and fine-tuning the Plan before it’s submitted. We anticipate more work on the Plan once it has been examined and adopted, because of changes the government is preparing to make to national planning policy. Nevertheless, we need to stay focused on the task at hand and welcome this opportunity for people to see and comment on the Plan a final time.”

Once the Regulation 19 consultation ends, responses will be compiled with the Local Plan and its supporting documentation before being submitted for independent examination by the Planning Inspectorate. If the Plan is found to be sound, it will then be presented back to Rutland County Council’s Full Council for adoption.
