Emergency Planning
| Emergency Plan The Emergency Plan is designed to cope with any emergency irrespective of how, where or when it occurs, and for this reason the Plan must retain a degree of flexibility.
The Emergency Planning Officer's role is to act as the contact point for the emergency services. He arranges local authority and other resources to assist the Police, Fire, Ambulance and Health Services.
However, some emergencies would require special reactions and the contingency plans mentioned below have been drawn up to deal with these.
Hazardous Sites Plan The Emergency Planning Officer prepares and maintains off-site emergency plans for two hazardous sites in Rutland. The plans are designed to deal with the consequences of any incident that could have an affect beyond the site boundary. Each plan sets a framework for co-ordinating the response by the emergency services, Local Authority and company to an incident at the site. Provisions are included for warning the public, the possible effect on the environment and, where necessary, evacuation. Flood Contingency Plan The aim of the Plan is to set out arrangements and provide information for responding to a flood or potential flood incident affecting any part of Rutland.
In a flood emergency the Emergency Planning Officer co-ordinates the actions of other agencies (emergency services, etc), deals with enquiries from the public and liaises with others to make resources available (for example: sandbags).
Events Plans are prepared for any event liable to attract large crowds. These plans ensure, as far as possible, the safety of visitors/spectators. Pipelines There is a statutory duty on the Authority to prepare plans to deal with any major accident that may occur on a pipeline carrying dangerous substances. These pipelines are identified by the Health and Safety Executive. Rabies Contingency Plan The Rabies Contingency Plan details the actions to be taken in the event of an outbreak of rabies affecting Rutland or so close to the boundary as to require action. The Emergency Planning Officer would co-ordinate the local authority’s response in support of the Department for Food and Rural Affairs. The main role of local authority is to arrange catching and detention of stray animals. Media Plan In a major emergency the requirements of the media for fast early information will cause extreme pressure on all agencies involved. The Media Plan has been developed to minimise the pressure on those operational staff directly involved in the incident. It also aims to ensure the best possible response to the media to assist them in reporting as accurate as possible. Radiation Emergency Response Guidance A response plan has been prepared to cover a possible radiation emergency affecting the County. This involves providing information to the public on the emergency. |
